Joe DeLucca, M.S.
With 30 years of experience in the field of Education, Joe DeLucca is currently the Director of Administrative Services for the Luzerne Intermediate Unit 18, in Kingston PA. In his current role, Joe oversees all operations, buildings and grounds, transportation and school safety and security and is the PDE school safety lead for IU 18. Joe has worked with the school districts of the LIU 18 since 2010 and is often called upon as subject matter expert in the areas of school safety and teen suicide. Joe is also a subject matter expert for RSM/PCCD whose team has developed/conducted all Act 55 PA state mandated school safety trainings for school employees. He started the Luzerne County Safe Schools Committee in 2011, where he serves as president.
Prior to his time at the LIU 18, Joe worked as a vice principal for the Wyoming Valley West School District and as a school counselor and teacher with the Mid Valley School District. It was during his tenure at Mid Valley where Joe’s passion for whole child education and helping students in crisis took form. Following a tragic suicide death of one of his student athletes, Joe created Music with a Message Suicide Prevention Program. He also worked with a statewide team to write curriculum on Diversity Education, Character Education and the historical Stories from the Mines course of study.
Joe worked as an adjunct professor at Kings College in Wilkes Barre, PA and Marywood University in Scranton, PA. It was at Kings where he developed over a dozen courses and trainings for teacher professional development centering on school safety and crisis management. At Marywood, Joe taught Master’s level courses for school counselors and supervised practicum experiences.
Joe holds several certifications in school safety and crisis response. He holds his trainer certifications in Active Shooter, CPTED and NOVA. Joe is certified in SAP, Psychological First Aid, NIMS and Youth Mental Health First Aid.
Joe received his M.S. in School Counseling from Marywood University in 2001. There he also earned his School Leadership and Superintendent Certificates in 2005 and 2012, respectively. Joe completed his B.S. in Education with a specialization in Psychology at Bloomsburg University in 1994. Having a life-long passion for sports, Joe has coached hundreds of athletes in various sports since 1994. Joe currently resides in Pittston, PA with his wife, Maria and three sons, Joseph, John and Drew.
